Event Information

The fortieth session of the Economic Commission for Latin America and the Caribbean (ECLAC) will be held in Lima from 9 to 11 October 2024. By resolution 766(XXXIX), adopted at the thirty-ninth session of ECLAC, member States agreed that the fortieth session would be held in Peru.

The session is the most important event of each biennium for ECLAC. It serves as a forum for consideration of the most pressing development issues for the countries of the region, as well as an opportunity to review the progress of the Commission’s activities.

The purpose of this document is to provide delegations with useful information to facilitate their work at the fortieth session of ECLAC.

The meeting coordinators will be available to answer any questions concerning logistical or organizational matters, before or during the event.

 All persons entering Peru must be in possession of a valid passport with a minimum validity of six months beyond the date of entry and, when required, the relevant visa issued by Peruvian consular authorities abroad.
Citizens of Colombia, Ecuador and the Plurinational State of Bolivia do not require a visa or passport and may enter Peru using a valid identity card or identity document, pursuant to agreements reached in the Andean Community (CAN). By virtue of bilateral agreements, the same applies to citizens of Argentina, Brazil, Chile, Paraguay and Uruguay travelling for tourism.
Citizens of most ECLAC member countries do not require a visa to enter Peru. However, the Government will temporarily exempt from the visa requirement nationals of the following countries or territories who hold diplomatic, official, service or special passports and who will be participating in the fortieth session of ECLAC:

The temporary waiver shall also apply to foreign nationals who hold a valid United Nations laissez-passer, having regard to the relevant provisions governing the use thereof.
The duration of stay from the date of entry into the territory of Peru shall not exceed 183 calendar days.

The journalist visa is granted to foreign correspondents travelling to Peru to perform professional services. This applies to foreign press correspondents, journalists and representatives of foreign media organizations.
Anyone entering Peru in their capacity as a journalist must apply for the relevant visa from the corresponding consular office abroad. Applications must be submitted in person, at least 15 days before the date of travel.
The following documents are required:

• Completed DGC-005 - “Solicitud de Visa” form
• Copy of valid passport
•  Letter of accreditation from the foreign news agency or media organization, indicating the reason and duration of the trip
• Round trip airline ticket
• Hotel reservation
• Recent passport-size colour photograph, without glasses, against a smooth white background.

Pursuant to the Agreement between the European Union and the Republic of Peru on the short-stay visa waiver, enforced by virtue of Supreme Decree No. 058-2015-RE, nationals of European Union member countries belonging to the Schengen area are exempt from the requirement for a temporary journalist visa. The duration of stay shall not exceed a period of calendar 90 days in any six-month period.
Whenever the admission of professional equipment is required, the "Form for temporary entrance of professional equipment" must be submitted to the nearest Peruvian consular office. Geographical location
The Republic of Peru is located in the centre-west region of South America, on the Pacific coast between Ecuador and Chile. With a surface area of 1,285,215.6 km2 and an estimated 34 million inhabitants, Peru is the twentieth largest country in the world in terms of territory and forty-second largest by population size.The highest point of elevation is the Nevado Huascaran (6,768 metres above sea level).
Peru shares borders with five other South American countries: Colombia and Ecuador to the north, Brazil to the west, the Plurinational State of Bolivia to the south-east and Chile to the south.

Climate
The climate in Peru, unlike in other equatorial countries, is not exclusively tropical, but is very diverse. Lima's climate is particularly atypical, with virtually no rainfall and warm temperatures. Average temperatures in Lima during October range between 15 °C and 22 °C.

Useful information for your stay

Language The official languages are Spanish and, in areas where they are common, Quechua, Aymara and other Indigenous languages, in accordance with legislation.

Local currency
Sol (S/)

The local currency is the sol (S/), which has a floating exchange rate. The current exchange rate is approximately 3.74 soles to the dollar.There are no restrictions on currency exchange in Peru. Money may be exchanged in hotels, banks and authorized bureaux de change. Normal banking hours are 9 a.m.–6 p.m. on Monday to Friday, and 9 a.m.–1 p.m. on Saturdays.

Tipping While a percentage service charge is included at most restaurants and hotels, a 10% tip is the normal amount. It is not customary to tip taxi drivers.
Electricity 220 volts (60 cycles), but most hotels have 110-volt (60 cycle) connections or transformers. Plugs and sockets are mostly type A (two flat pins) or type C (two round pins)..
Taxiss/remises

Many taxis are not associated with companies or agencies and in general do not use meters; visitors are therefore advised to use the services of hotel- and airport-authorized agencies. 
Any visitors requiring taxis at the airport are advised to use the official taxi services located beyond the customs area within the airport premises. 
Authorized taxis will always be parked outside the terminal, close to the international and national arrival gates. Visitors may choose either the VIP Taxi service or the Regular cab service, both at competitive prices.

Travellers are advised to reserve directly with the hotel of their choice, bearing in mind the dates on which the reserved rates expire. 
Members of delegations are responsible for making their own reservations and are advised to check that hotels have indeed processed requests and to ask for a reservation number or confirmation code. 
To hold a reservation, hotels will require a credit card number. A no-show policy is applied in Peru. All members of delegations must settle their own hotel bills at the end of their stays.

4. Airport reception
The Government of Peru will ensure that there is adequate signage and designated staff to greet and assist official delegations at Lima's Jorge Chávez International Airport (IATA: LIM).  

5. Transport
Participants are responsible for their own roundtrip transport between the airport and their hotels. 

6. Registration
An online registration system will be available on the ECLAC website (https://periododesesiones.cepal.org/40/en) as from 26 August 2024. Registration will close on Wednesday, 2 October.
Participants may collect their credentials in the foyer of Swissôtel Lima from 8.30 a.m. on Wednesday, 9 October. Participants will receive an identification badge, which, for security purposes, must be shown at all meetings.

Registering through the online system does not exempt delegations from the requirement to provide official notification indicating the name of the head of delegation and all accompanying members. This information should be sent to both ECLAC and the Ministry of Foreign Affairs of Peru. The official notification should be sent in advance to the following email address: secretariadelacomision@cepal.org 
Communications to the Peruvian Ministry of Foreign Affairs should be sent through the virtual desk with a copy to the official email address dne@rree.gob.pe. Delegations are also required to send a Note Verbale to the Directorate General for Economic Affairs conveying their travel itinerary. 
In order to ensure security measures for Ministers of State, embassies are required to send a Note Verbale to the General Directorate for State Protocol and Ceremonial Matters, indicating the flight details (arrival, departure and name of airport) at least 72 hours prior to arrival, and providing the contact details of an official of their diplomatic mission for the relevant arrangements. Security measures include permanent police protection during the entire visit, from arrival to departure.
Likewise, diplomatic missions whose Ministers of State arrive on commercial flights must transmit the corresponding LAP Form and by means of a Note Verbale to the General Directorate for State Protocol and Ceremonial Matters 72 hours prior to arrival to ensure that the appropriate facilities and services are provided at the airport. They should also indicate on the aforementioned form the details of the person from their embassy who will be attending to the minister on arrival or departure. The details of the designated driver and vehicle would also be appreciated.  Embassies may request an LAP form from dne@rree.gob.pe.
Please note that these protocol services will only be provided for Ministers of State. However, facilities will be provided for other members of delegations, as appropriate.

7. Opening session
The opening ceremony of the fortieth session of ECLAC will take place at 2 p.m. on Wednesday, 9 October in the Grand Salon of the Swissôtel Lima Convention Center.

8. Internet
The offices and conference rooms set aside for the meeting will have wireless Internet access (Wi-Fi).

9. Languages
The official language of the meeting will be Spanish. Simultaneous interpretation will be provided into English, French and Portuguese. Simultaneous interpretation will also be provided into international sign language.

10. Medical services
The Government of Peru will provide first aid services in case emergency medical assistance is required at the meeting venue.
In the event of a medical emergency involving the persons referred to in article IX and article XI, paras. (1) and (2) of the Headquarters Agreement, the Republic of Peru shall provide for their transportation to a health facility, it being the responsibility of such persons to assume the costs of the medical care they receive.
All heads of delegation, representatives and participants are advised to secure health insurance with international coverage.

11. International Press Centre
To facilitate press coverage of the fortieth session of ECLAC, the centre will provide a room with capacity for 20 external journalists with Wi-Fi access (school-room configuration). Journalists wishing to cover the session must register online beforehand at the meeting website (http://periododesesiones.cepal.org) and obtain accreditation at the press centre, which will be open every day from 9 a.m.
