Biologist graduated from the National University of Trujillo, with a master's degree in Environmental Management from the Santiago Antúnez de Mayolo University. With over 20 years of experience, he has led the National Water Authority (ANA) and held senior positions at INRENA, OEFA, ANA, MVCS, and Midagri. His expertise includes water resource management, watershed management, environmental assessment, and public administration. He holds a specialization in Watershed Management from the Tropical Agricultural Research and Higher Education Center (CATIE, Costa Rica) and Water Governance in Latin America from the National Water Agency of Brazil.
