Thirty-ninth session of ECLAC

Mr. Vargas Torres was appointed to the position of Secretary General for the period 2022-2026 during the Extraordinary Meeting of Heads of State and Government of the member countries of  the Central American Integration System (SICA), held on 11 August 2022. He has a law degree from the National Autonomous University of Nicaragua and has a Master's Degree in Human Rights.
