Biography

Temístocles Montás Domínguez is currently the Minister of Economic Affairs, Planning and Development of the Dominican Republic.

In a distinguished career in the economic area of government, he has played a leading role in structuring public policies to secure the economic and social development of the country. Among a number of functions he has carried out, he managed the former Dominican Electricity Corporation (CDE), now the Dominican State Electricity Corporation (CDEEE). He was one of the standard-bearers of reform in public enterprises and was Technical Secretary of the Office of the President until 2000.

He was also a member of the government team that worked on the agreements to restructure Dominican debt with the country’s creditors such as the Paris Club and private-sector banks, enabling the Dominican Republic to extend its debt maturities and settle its long-term payment schedule.

Temístocles Montás Domínguez played a number of roles in the private sector as Executive Director of the Global Foundation for Democracy and Development (GFDD) from 2000 to 2004. In the academic sphere, he is a university professor and author of a number of books on the electricity sector and the politics and economy of the Dominican Republic. He graduated in Chemical Engineering from the Autonomous University of Santo Domingo, obtained a doctorate in Industrial Engineering from the Polytechnic University of Madrid and studied International Economics and External Trade and International Finance at the University of Barcelona. He has made major presentations at venues such as the British Chamber of Commerce, the International Monetary Fund (IMF), the World Bank and the investment banks Morgan Stanley and Oppenheimer.
