Biography

Miguel Angel Estuardo Moir Sandoval is a Guatemalan engineer and the current Secretary for Planning and Programming of the Office of the President of Guatemala (since 2016).

He joined the Secretariat of Planning and Programming of Guatemala (SEGEPLAN) in 2008 and subsequently held positions as Deputy Director and Director for Territorial Planning. In 2012 he was appointed as Director for Departmental Delegations, in support of the Secretary’s office.

Previously he worked for the ProPaz Foundation on the facilitation and design of conflict management systems, in the administrative and financial department of the Office of the Human Rights Ombudsman, and as an adviser to the Human Rights Ombudsman with responsibility for analysing information on the human rights situation in Guatemala.

In the academic sphere, he worked in teaching and academic planning at the Faculty of Engineering of the University of San Carlos de Guatemala (USAC). He holds an undergraduate degree in Industrial Engineering from USAC, a master’s degree in Financial Administration, and a PhD in climate change and sustainability. He has also completed specialization courses in human rights and peace culture (from the Human Rights Institute of USAC and the Office of the Human Rights Ombudsman of Guatemala), ISO 9000 Quality Management Systems (Colombian Institute of Technical Standards and Certification, ICONTEC), financial management (USAC), conflict mediation, negotiation, resolution and transformation (ProPaz Foundation), and project design, public investment and local government development (in Matsukawa, Japan), among others.
