Biography

Esteban Caballero is from Paraguay and is currently the Director of the Regional Office for Latin America and the Caribbean of the United Nations Population Fund (UNFPA).

He has a great deal of international experience and knowledge of the region after over 36 years’ professional experience in the area of development, 21 of them with the United Nations.

In 1992, he was elected to the National Constituent Assembly of Paraguay and, when the government fell, took part in the drafting of a new constitution. He began his career as National Programme Officer at the United Nations Children’s Fund (UNICEF) in 1995, before working with UNICEF as a Strategic Planning Officer in Serbia-Montenegro. At UNFPA he has held the posts of Strategic Planning Specialist at headquarters, Senior Programme Adviser at the old Latin America and Caribbean Division and, subsequently, Representative in Peru and Country Director for Chile and Uruguay. He has also acted as Deputy Regional Director of the UNFPA Regional Office for Latin America and the Caribbean.

In the academic sphere, he has conducted research and written on subjects relating to transitions to democracy, an area in which he was active while he worked for a non-governmental organization, The Centre for Democracy Studies. He holds a master’s degree in Political Science from the Latin American Faculty of Social Sciences (FLACSO) in Mexico City and a degree in Politics, Government and Philosophy from Kent University in Canterbury, United Kingdom.
